Congressman Williams is proud to announce federal funding projects vital to New York's 22nd Congressional District that he has submitted for FY24. These projects will return taxpayer dollars to serve municipalities, families, and local institutions in Central New York and the Mohawk Valley.
Each year, Members of the House are allowed to submit a limited number of discretionary program requests to the House Appropriations Committee for projects in need of federal funding. Below you will find Congressman Williams' funding request submissions.

Project Title: Solvay-Geddes Connective Corridor

Amount Requested: $5,000,000
Project Description: The project will involve the creation of a 4.1-mile connective corridor along Charles Avenue in Solvay, Fay Road and Grand Avenue in Geddes, as well as connections to historically disadvantaged communities including the Village of Solvay, West Onondaga Street, and Skunk City in the City of Syracuse.
Purpose: The project is an appropriate use of taxpayer funds because the proposed project will provide safe pedestrian multimodal connections between commercial businesses, schools, churches, apartments, senior housing, the New York State Fairgrounds, Lakeview Amphitheater, Loop the Lake Trail, Empire State Trail, and historically disadvantaged neighborhoods along the west side of Syracuse. The project has a Federal nexus because the funding provided is for purposes authorized by 23 USC 133(b).

Project Title: City of Syracuse Critical Incident Vehicle

Project Description: This funding would be used to obtain a Critical Response/Incident Vehicle that can be lifesaving during natural disasters or major safety incidents. This vehicle will have the advanced capability to rescue and protect citizens and police officers during critical incidents such as major weather events or active shooter scenarios.

Project Title: City of Syracuse Police Department's COPS cameras

Project Description: The funding would be used for repairing, maintaining, and upgrading the current network of cameras. Additionally, this project would also fund the installation of approximately 30 additional neighborhood locations. Remaining funds will be used to replace existing camera networks that are beyond their useful life or that require costly repairs, labor, or parts replacement.

Project Title: Discovery Center of Science and Technology Classroom Development

Project Title: Centralized Baggage System for Syracuse Airport

Project Description: The Syracuse Regional Airport Authority is requesting funding to implement a consolidated, centralized in-line baggage system for both departing and arriving flights to provide flexibility and scalability not present in the current configuration, improving the passenger flow and mitigating delays.
Purpose: The project is an appropriate use of taxpayer funds because it upgrades the existing capacity of Syracuse Airport’s baggage system in anticipation of an increase in traffic flow as a result of planned investments from the CHIPS and Science Act in the area. Project Title: NYS Route 12B Water Main Replacement

Project Description: The funding would be used to pay for part of the cost to replace the Village's aged public water mains located beneath NYS Route 12B concurrently with the NYS DOT's planned reconstruction of Route 12B through the Village.

Project Title: Lake Street Pump Station Improvements

Project Title: Robert Street Sanitary Sewer Project

Project Description: The funding would be used for the construction of a new gravity sewer collection system with a central pump station and force main to replace the current multiple grinder pump system that serves the residents of Robert Street. The project will provide lateral connections and cleanouts for each of the homes to the edge of the highway right-of-way.
Purpose: The project is an appropriate use of taxpayer funds because the existing sewage collection system is constantly failing and backing up into the homes of the residents of Robert Street and discharging sewage to the ground surface causing environmental safety issues. A single grinder pump serving two homes with power supplied by one of these homes without proper energy provisions in place for power outages leads to devastating results for these homeowners and taxpayers. The new gravity sewer system is necessary to the health and safety of the residents of Robert Street. The project has a Federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act, 33 U.S.C 1381 et seq.

A good water source promotes economic development allowing for residential and commercial growth to support the tax base. Water sustains families and communities. It supports economic productivity. Project Title: Mobile Command Vehicle Replacement

Project Description: The Onondaga County Department of Emergency Management currently owns and operates a mobile command vehicle that is nearing the end of its useful life. The costs of repairs are increasing and technology on the vehicle has been updated multiple times over the past 18-20 years. The vehicle is used to support local public safety agencies throughout the county in response to large-scale emergency incidents and pre-planned special events. The vehicle has also, and will continue to be available to support neighboring jurisdictions. The vehicle has been a critical asset to the County during responses to hazardous materials incidents, law enforcement responses, assisted living center evacuation, the COVID-19 pandemic and other events. The vehicle provides a centralized location to coordinate all public safety disciplines and supporting, non-governmental agencies involved in the response.
Purpose: This funding provides a critical emergency services resource that is available to all local municipalities and emergency service organizations to support response and recovery to large-scale incidents in the county (and neighboring counties.) This resource is the only one of its kind in the community and is relied upon by many different organizations. It is necessary to replace this vehicle before the current vehicle is no longer able to support incidents throughout the community.

Proposed Recipient: Syracuse Fire Department
Project Title: New Near East Side Fire Station
Recipient Address: 511 S State St, Syracuse, NY 13202
Amount Requested: $14,000,000
Project Description: The funding would be used to build a new 14,000 sq ft 3 bay fire station on the east side of I81, to reduce response times and increase the opportunities for positive outcomes, as well as making the citizens and firefighters safer in Syracuse, as this will allow Syracuse Fire Dept. to increase on duty staffing by 4 firefighters.
Purpose: The project is an appropriate use of taxpayer funds because the addition of a new fire station east of Rte. 81 will allow emergency services to keep pace with the economic development in the surrounding neighborhood. In the last 10 years, there have been more than 800 new housing units created in the vicinity of the proposed new station and current station locations do not adequately cover this area within standards noted in NFPA 1710. Reducing response times is the primary means of rapid mitigation of structure fires and emergency medical alarms. This new station with the accompanying increase to on duty staffing will amplify protection to NYS's critical infrastructure including 2 major hospitals, downtown Syracuse as well as portions of I81 and I690. Locating a new station in this area will place more skilled EMS nearby, reduce response times and ultimately increase the odds for positive outcomes for the community. The project has a Federal nexus because the funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.
